The Gotei 13 is no more.
In the recent war between the Cazador of the Alpha 6 and the Shinigami of the Gotei 13, the Gotei 13 was heavily damaged before it could finally defeat its enemies. In that war alone, ten of the Captains and over 80% of the lower-ranked Shinigami died. What was left was a shadow of the Gotei 13's former glory; it was weak, overextended, and saturated with internal conflict. In this time of weakness, many minor outside factions that were normally mere nuisances to the Gotei had an opportunity to strike at them, and while the Shinigami's few allies came to their aide, it was for nought. The Shinigami were driven nearly to extinction, the Gotei 13 disbanded, and the Seireitei was left an empty ruin.
The factions that had worked in tandem to finish off the Shinigami shared no friendship when the deed was done, and the Soul Society soon became a battleground where each minor faction squabbled or made temporary, fleeting alliances with each other in a cycle of endless conflict. In the midst of this, mass numbers of Hollows poured in to prey on those not strong enough to kill them.
The greatest victims in this were not the Shinigami, however, but the souls lacking the ability to fight, the Pluses. Without the Gotei 13 sending Shinigami to defend the Rukon District or patrol the human world, anybody without significant spiritual abilities who died was almost certain to become a Hollow. Though the Quincy clans protected some souls, this was a double-edged sword, as the Hollows the Quincies were forced to slay without assistant Shinigami to do the deed were removed from the soul cycle.
Even the spiritually unaware humans faced incredibly massive repercussions for this event, though they knew not why. As the many souls in Rukon who could not defend themselves perished en masse for three years, the population randomly exploded as all the slain souls became living people, resulting in almost every attempt at conception not only working but bearing twins, triplets or more. Though the world put in population control measures to try to stem this, the population continued to boom massively for almost three years before finally slowing down, growing by almost two and a half billion in that brief window.
The cause of the slowing was that what souls were left in the Soul Society were protected by new defenders, and with almost no new souls entering the Soul Society by way of Konso or hollow cleansing, there simply weren't enough people left to die to meet the demands of the human world. This caused an equal but opposite catastrophe, as suddenly very few conceptions worked without medical intervention, and of those pregnancies that even managed to start, over 70% ended in miscarriages. Mass panic spread as the population continued its steady decline, going for the next seven years and continuing to this day, with scientists unable to find any explanation.
Whether you've been trying to change things from the beginning or your realization was caused recently by seeing the increase in Hollows or the problems in humanity, it is clear to you that something must be done. A new group, at least as massive and powerful as the Gotei 13, must come together to restore unity, combat the Hollows, and if possible bring peace and balance back. Regardless of your ideal by which to do this, whether it be to assimilate Hollow powers to fight the Hollows or to bring back a similar Gotei 13 to resume its duty or even to build up a Quincy group with some invention that may allow the purifying of Hollows, whatever it may be, you have decided to work towards your ideal, and that this group (be you survivors of the Shinigami genocide, Bounts, Quincies, what have you, though not base Hollows, and no, I'm not requiring you all be the same race) is the best one to work with to achieve your goals. Whether those goals are mutual within the group or you're all individuals with some chemistry with nonetheless different ideas is up to you.

So, yeah. There's that. Uh, we're starting at level 10, feel free to take a Prestige Path even if it's based on the destroyed Soul Society (probably fluffed as you starting your training in that path before continuing to reconstruct and complete your training on your own) but no Captain for obvious reasons. We might be doing this Core-only, I guess that's up to you guys, but I'm unfamiliar with many of the other books and not feeling the fluff on the ones I have read thoroughly.
Oh, and a houserule to make stuff more roleplaying-friendly. It's also partially a deal. If you guys don't use weird tricks to get stuff early and screw with this rule's execution, I'll treat all things that have power based on what level you got them as if you got them at whatever the earliest level is that you're supposed to be able to get them at. Like, a Shinigami can stave off taking Bankai till level 12 and build it as if he got it at level 8 and all that, to encourage creative roleplaying regarding the thing's acquisition rather than favoring bum-rushing into the ability ASAP. Just talk to me and work with me on whatever it is you're after.
