If so, what happens?
For example, if you wanted to be half-Tech-Using Human, half-Saiyan. Obviously, you can do this by taking Ki-Using Human as your base racial feat, Tech-Using Human as a subrace feat, and then Oldblood (Saiyan) and Saiyan Heritage. But unless I've misread the rules (which is possible), even taking Saiyajin Heir to regain a Ki Progression wouldn't give you a Power Level, though it would at least let you get Natural-Born Super Saiyan since the capstone bypasses prerequisites.
So what if you did the reverse? Could you have Saiyajin as your main racial feat, take Oldblood (Ki-Using Human), then take Tech-Using Human as a subrace feat? Would you still take all the bonuses and penalties from Tech-Using Human, or is there a way to just get something to the effect of Oldblood (Tech-Using Human), so you can do some of the cool Tech-Using Human stuff without losing your Power Level? (I know you can do a lot of similar things with Oldblood (Tuffle), but aside from getting that through one of the Tech-Using Human PrPs that option won't be available in my campaign, I'm playing a campaign with generational elements and there aren't any Tuffles around for my character to involve in the baby-making process.)
Also, while I'm here: for reproduction purposes, are subrace feats necessarily inherited? It feels like the answer should be no based on Dragon Ball canon and in-universe logic, but I'm not sure whether the mechanics are on the same page with me. Like, in theory it makes sense that a Ki-Using Human could have a child who doesn't use ki and therefore doesn't have a racial feat, or who gets super into tech and takes Tech-Using Human, or vice versa with a Tech-Using Human parent whose child might be either of the two other things. But there's also Namekians, where in canon we see Demon King Piccolo, who is largely a normal Namekian (or at least half of one), give birth to both Mutant Namekians and a regular one. (Honestly, I'm not even sure if Mutant or Warrior-Clan Namekians can reproduce, Kami and DKP originally being a Dragon Clan Namekian retroactively justifies his weakness compared to future Namekians pretty well and reproduction might be limited to them, but that's a topic for another time.) The subrace rules don't mention how heritage treats their feats, so I come here for clarity.
